No. A person or agency can be assigned access without owning the portfolio or asset. Record the owner shown for each Page, ad account, dataset, catalog, and domain before describing the dispute.
A trusted person with the required control may be able to restore access, but first preserve the current role and asset map. If compromise is active, adding access before securing profiles and email can give the attacker another route back in.
A safer operating model is usually for the client-controlled portfolio to own core assets and assign the agency limited partner access. Existing contracts and operational constraints vary, so document the agreed ownership model before changing it.
Confirm that the correct legitimate administrator and business are selected, preserve the missing-option state, and use only the official surfaces available to that account. Do not pay people who promise an internal Meta contact or guaranteed restoration.
